At Department of Resources, Energy and Tourism (RET) Steven worked as the Departmental ICT Manager had Project Director and Programme Manager responsibilities across numerous simultaneous ICT Infrastructure and Applications Development Projects:

  • Managed jointly the establishment and ongoing operations of the ICT Branch and associated departmental requirements including policies and procedures for a new FMA Act agency;
  • In conjunction with the Senior Executive, establish the strategic ICT direction for RET;
  • Established the ICT Systems, Policies and Network Architecture for the Global Carbon and Storage Institute (GCCSI) and the Australian National Low Emissions Coal Research & Development Corporation (ANLECRD);
  • Oversaw the creation and transition to a private cloud at Macquarie Telecom including application and development virtualisation, archiving, backups, security, application and data migration.
  • Managed the establishment and ongoing operations of the ICT Systems and Infrastructure of the Montara Commission of Inquiry, including both an Unclassified and a Protected Network, including the creation of private cloud infrastructure at Macquarie Telecom.
  • Delivered a new departmental Website and Intranet on time and on budget for the Minister, RET, GCCSI & ANLECRD using Microsoft SharePoint;
  • Managed the development of Chief Executive Instructions and Procedural Rules for a newly established FMA Act government agency;
  • Produced written and verbal communication for the Minister and Senior Executives, often on complex ICT matters using language appropriate for the target audience;
  • Providing leadership within the Department on Project Management incorporating the principles of PRINCE2, P3M3 and the International Risk Management Standard ISO 31000:2009.
  • Managed the development & implementation of a number of web based COAG ICT systems;
  • Overseen the improvement of Service Delivery & Reliability by the Department’s ICT Service Providers;
  • Managed the implementation of the Gershon Recommendations, ICT Reform Agenda and e-Government Strategy in a small FMA Act government agency;
  • Produced relevant & high profile advice on behalf of the Secretary on ICT Security Policies & Best Practice;
  • Providing strategic direction to a highly efficient and diverse team of 18 staff.
  • Managed the establishment of a SharePoint Farm with a full Disaster Recovery Facility in a DSD Certified Network;
  • Conducted an ICT Services Review for the Department using P3M3;
  • oversaw the department’s ERP migration to Aurion 9;
  • migration of an In-Confidence Network for the Global Carbon Capture and Storage Institute from DIISR to private cloud infrastructure at Macquarie Telecom;
  • roll-out of a new ICT Fleet and SOE across the Department;
  • design of SharePoint 2007 Websites for the Department and the Minister;
  • design of a Microsoft .Net Web Application called PSIMS;
  • oversaw requirements and procurement for a COAG Web Portal involving Web Services;
  • oversaw contract management and procurement of third party suppliers including Macquarie Telecom, Dimension Data, Connexxion, Unique World, CommsNet, Saltbush, Telstra, DIISR, TransACT, eLaw, Canon, Ethan, KPMG, EY,  Data #3, Zoo, UXC;
  • managed the consolidation of 17 different Websites into a single unified Web Presence;
  • oversaw Departmental Project in addressing Gov 2.0 and adherence to WCAG 2;
  • established a Departmental Intranet from the ground up in SharePoint 2010;
  • oversaw the consolidation of Tourism Research Australia Data and Systems into the Departmental cloud environments at Macquarie Telecom;
  • managed a team in excess of 16 highly skilled ICT professionals and a budget over $4 million;
  • established of a DSD accredited Virtualised In-Confidence Network for Web facing applications with full offsite Disaster Recovery;
  • As the IT Security Advisor (ITSA) oversaw ICT Security Projects across the network involving DSD;
  • technologies included: ASP.Net, XML, XSLT, Web Services, SharePoint, ESX, Windows 7 and Server 2008, SQL Server 2008, MS Dynamics, TRIM 7, TechOne, LEX, ISYS, Funnelback, Google Earth Enterprise, Aurion, Citrix, SVN.
